First and foremost...use the "GUIDE TO SAFE SCOUTING"

And be sure that the behavior discussions whether with the Cub or Parent include more than one person. The objective is to help the individual understand that the specific behavior is unwelcome by the group and not just a single person such as the Den Leader or Cubmaster.
